23rd July, 2020 APIA: CSSP in collaboration with its implementing partners are hosting a series
of Awareness workshops this whole week starting from Monday 20 th July to Saturday 25 th July,
2020 for its Final Call for Proposals for the Ecosystem-based Adaptation Enterprise
Development Program (EbAED) under funding of the Green Climate Fund (GCF) Vaisigano
Catchment Project (VCP).
The workshops are carried out in various locations, targeting the 31 vulnerable communities
and villages within the Vaisigano River Catchment Area, to undertake initiatives that reduce
their exposure to flood risk and build community resilience through Ecosystem-based
Adaptation enterprises.
The presentation by the CSSP Programme Manager Pasina Christina Tauā clarified the essential
elements required for project proposals that align with the priorities of the program. The
salient points discussed included: Eligibility Criteria, Grant Allocation, Eligible/ Ineligible
Activities, Application Process and Schedule.
This Call for Proposals seeks and encourages project proposals from vulnerable households,
community based organizations, Non-Governmental Organizations, and Existing Enterprises to
develop initiatives that reflect the eligibility criteria of priority areas of focus of the Vaisigano
Catchment Project, namely flood mitigation, environmental sustainability, gender equity, youth
empowerment, and increased community resilience to the impacts of climate change.
Interested applicants are encouraged to be innovative and be more resilient by initiating
developments that will not only generate additional revenue to improve their livelihoods but
also have sustainable and long-term impacts in combating the impacts of climate change as
experienced in the past. A large number of participants are expected to submit applications
given the extensive communication campaign that CSSP has been running nationwide
The Ecosystem-based Adaptation Enterprise Development programme of the Green Climate
Fund Vaisigano Catchment Project (GCF-VCP) is implemented by CSSP and its key partners the
Samoa Business Hub (SBH) and the Ministry of Natural Resources and Environment (MNRE).
The MNRE is the lead implementing agency of three major programmes including the EbAED
Government of Samoa
program, under the GCF-VCP funding. The GCF-VCP is implemented in Samoa through a
partnership between the Government of Samoa and the Green Climate Fund through the
United Nations Development Program (UNDP) as the accredited entity of the GCF.
The Samoa Business Hub (SBH) is also conducting trainings this week following the CSSP
Awareness Workshops to provide assistance for applicants in filling out the application forms
with the aim of producing quality proposals that comply with the GCF-VCP funding
requirements.
The Programme Manager of CSSP, Ms Pasina Christina Tauā in her opening remarks on Monday
stated; “The CSSP Implementing partners are excited to roll out the workshop today, in the
hope that most will take advantage of this funding to develop sustainable initiatives. These
developments are expected to improve the lives of our people especially those in vulnerable
locations and communities within the Vaisigano River Catchment Area (VRCA) during severe
weather conditions.” She also urged the participants to spread the word to those in their
villages to join the awareness workshops and the trainings by the SBH. In 2019, the CSSP
approved 195 project applications after the first Call for Proposals for the EbAED program with
a total grant of more than three (3) million tala. By the end of this final call for Proposals, the
CSSP expects to fully award the remaining grant of up to $8 million Samoan tala.
The application forms are distributed during the Awareness workshops and are also available
for pick up from the CSSP Office, ground floor of the NPF Building. The closing date for all
application forms is Friday, 4 th September 2020 at 5pm. Interested applicants from the 31
targeted communities and villages within the Vaisigano River catchment area from Afiamalu
East to Moataa on east and Matautu-tai in the lower catchment area, are advised to contact
CSSP as soon as possible if they require more information about the call for proposals.
