– It is now fifteen (15) days since the Proclamation of Emergency (POE) was
declared in response to Samoa’s national energy crisis. The National Emergency Operations Centre (NEOC) continues
to coordinate response efforts in close collaboration with government agencies and key stakeholders. The following
is a summary of key developments:
The EPC has received the first shipment of rental generators from Aggreko New Zealand, which have been
successfully delivered to Fuluasou for installation. A second shipment with the remaining rental generators arrived on
Sunday 13th April. EPC is working tirelessly to ensure the installation and commissioning of all rental generators
before the end of April, which will significantly strengthen national power supply capacity.
Emergency Order No. 1 has been issued under the POE. Key provisions include:
Temporary exemptions on import duties and taxes for approved energy-related equipment purchased
between 17 February and 29 April 2025, provided arrival in Samoa occurs by 29 June 2025.
Applications must be submitted to the Comptroller of Customs with supporting documentation.
Strict compliance conditions apply to the use of exempted goods, with penalties for non-compliance.
Power rationing schedule continues with updated arrangements, including the activation of standby feeders
to support load distribution and ensure priority access for essential services.
The Government is conducting an official assessment to better understand the energy crisis’s impacts on households,
businesses, and institutions. Only residents and businesses in designated areas of Upolu are required to complete the
form by 25 April 2025. The form will collect information on electrical equipment damage, disruptions to operations
or services and financial losses. All Applicants are required to provide their EPC meter number, supporting
documentation (e.g., photos, receipts, or certified assessments) for verification.
The NEOC in collaboration with the Ministry of Works, Transport and Infrastructure (MWTI), EPC, and the Ministry
of Women, Community and Social Development (MWCSD) and other relevant stakeholders are delivering public
awareness campaign to provide timely, accurate information including regular public updates through media outlets
on power restoration efforts and energy conservation measures and advisories for households and businesses
