Public Awareness and Consultations with Affected Residents of the Vaisigano River Catchment Area (VRCA) with the Implementation of Sirens Installation within selected sites of the VRCA

5th October, 2022 Apia: The Government of Samoa (GoS) through the Ministry of Natural
Resources and Environment (MNRE) together with the support of the Ministry of Finance
(MoF), the Executing Agency (EA) and the GCF-VCP Project Management Unit (GCF-PMU)
will coordinate and facilitate public consultations, to inform the affected residents of the VRCA
of the installation of 5 flood alert sirens. The VRCA is prone to severe flooding during extreme
and inclement weather and the sirens will assist communities to prepare for evacuation when
severe flooding is imminent. The public consultations and awareness programme provides a
good opportunity to shed light on the GCF-VCP funded activity implemented by MNRE
‘Extension of the Early Warning System (EWS) for the Greater Apia Catchment’. The expansion
of the current EWS for Samoa will also include flooding alerts as its current function focuses
only on tsunamis and earthquakes.
The flood alert sirens will be installed at three locations within the VRCA a) the Electric Power
Corporation (EPC) Tanugamanono Power Station, b) Apia Park and c) the Ministry of
Education, Sports and Culture compound. Two sirens will be installed in specific locations
within the Greater Apia Urban Area.
The initiative will be implemented for fourteen (14) villages of the VRCA that are within the
high impact level of siren sounds. The public consultations will be held on 5th and 6th October
2022. The schedule of consultations are as follows:

The two days event involves collaboration between three core MNRE operating agencies and
divisions; the Disaster Management Office (DMO), the Water Resource Division (WRD), and
the Samoa Meteorology Division (SMD), as well as the MoF and MWCSD with support of the
GCF-PMU.
GCF-VCP aims to improve the climate resilient of the VRCA, co-funded by GCF and the
Government of Samoa with total funding of USD65.7 million with oversight execution,
coordination and monitoring by the MoF supported by the GCF-PMU and the four key
responsible Implementing Agencies (RIAs); MNRE, Ministry of Works, Transport and
Infrastructure, Ministry of Health and Land Transport Authority including a number of
collaborating partners.
