The Government of Samoa through the Ministry of Commerce, Industry and Labour (MCIL) informs the
public that the Samoa Trade Information Portal is now online and operational.
The Trade Information Portal is easily accessed at https://samoa.tradeportal.org/.
The information portal is a facilitative measure to inform and enhance traders’ knowledge of the
processes and procedures to follow for the import and export of Goods.
The Trade Information Portal is one of the activities and requirements for Samoa’s ratification of the
Pacific Agreement on Closer Economic Relation (PACER) Plus.
The development of the information portal was made possible by the kind assistance (technical) of the
United Nations Conference on Trade and Development (UNCTAD) and the development assistance of
the Governments of Australia and New Zealand.
The availability of this streamlined online platform will enable our business community and the public
who have intention to benefit from trade in goods, to have a user-friendly informational guide for
importing or exporting of their goods. It also provides legal justification for the process, paperwork, and
cost for a procedure.
A good example would be a person with a taro plantation wanting to understand the procedures for
exporting their taro – the trade information portal will provide for them the full procedure, an example
of the documentation required, the office and location to go to for each step as well as the cost or fee
per step.
The portal also has all the relevant legislation that relates to the trading of goods and to some extent,
services.
There is also an option to suggest the simplification of a procedure and this will be accordingly
monitored by the relevant government Ministries. These are some of the benefits of the online portal
for enhancing access to trade information.
From the perspective of investors and complementing the work of the Ministries’ websites, this Trade
Portal will provide them procedural information for setting up a business in Samoa.
This is also a facilitative measure for foreign investors where they can quickly do a comparative analysis
for investment based on cost of set-up, and business policy environment.
The Samoa Trade Information Portal is a one-stop informational website; it is not a transactional
website.
Moreover, the trade portal only provides national procedural information, but not market access
information.
